The 43 one in 859.
Are you referring to a Theory from SNEE? 859 being the Collector's Room? I don't see a Theory there. Regardless, SNEE is all user-made Theories (or most, with the exception of Mateusz's fan fiction), not canon.

Note 43: "Outer Rim is unrecognizable..." Mutations and growth in the Outer Rim doesn't point to sentience.

But why? Unless there's evidence the Outer Rim is sentient and wants to destroy humans or whatever, I could also say something neither of us can deny nor confirm.
