What I do is I draw on paper, scan it, and colour it in on Sketchbook Express (the Free Version, sadly...:) ) -sometimes.
If it's something small like an avatar which doesn't need great detail then I just start drawing in Flash, get the line work done then pop it into photoshop to colour it.
Else if it's something bigger I like to start on paper first then scan it in, go over it in Flash with lines then colour it in photoshop. Trouble is I can't always scan in things.
I prefer drawing in Flash because it's vector imagery, easy to manipulate and comes out nice and crisp.
But I can't do any of it without a tablet... I'm not doing it with a mouse.
So I'll probably wait until my birthday and hopefully by then I'll have enough money to buy a better one.
I would love a cintiq tablet though. I really want one of them one day, but the cheapest is like $900. =S

Anyway, boohoo first world problems, I'll live.
