It is not as simple as that.

The whole scrollbar is OUTSIDE of the actual body that wraps around the whole forum, which is why you see the background and forum themselves shifting in sizes to accommodate those changes. What I am trying to figure out is the way to make the whole scrollbar placed right OVER the forum so that the background and forum won't shift and change their sizes.
