It would be in "The Slippery Slope", When Violet and Cluaes find the Remains of the V.F.D. Headquarters after the Man with a Beard but No Hair and the Women with Hair but No Beard Burn it down. It was on a Metal Made Arch that Survive the Fire.

Not an Angry Eye, its the Logo for the V.F.D. It stands for "Volunteer Fire Department". That Secret Organization from that Books "A Series of Unfortunate Events" by Lemony Snicket's. The V.F.D. evolved more over time into something much Greater. A Place for People of Good Heart and Persuader and Preserving of Knowledge could get together. Eyebrow is V, Crinkle is F, and Eyeball is D.
My Logo "The World is Quiet Here" came from there Library Entrance at their Headquarters at the top of Mount Fraught.

I can't believe I never noticed. I remember the slogan (I never saw the logo though).
V.F.D. doesn't only stand for Volunteer Fire Department. Scroll down to the list in the link:
