That's not a good example, that room was modeled for Gemini2/Submachiner (i.e. Gemini twins), just as how Death Road has a room dedicated to him. I don't believe SNEE is as canonical as you wish to believe.

There's also the time factor to think about - You don't know when or where Mur and Liz had this conversation, this could even have been before he was able to transverse all the Layers at once, before the 32 years. He may have been called a Sociopath even then, more reason to (try to) bury him and the Lighthouse.
