Not portals specifically. In 7, all portals were blue, and we seemingly never left the layer we were in. That is, until we found the green portal, which most certainly made a layer-hop. In 9, there aren't that many portals, but there's a lot of karmic energy. Whenever we created a karmic structure with the water, it was green and visible in all layers. There were also blue karma structures, such as the one we used to pull the chain in the uppermost grey level of the temple, which were only visible in one layer. Again, these were only ever blue. The portals there were green despite not layer-hopping us, I can only assume this was because although they didn't connect two layers, they still existed across all of them simply by being in the temple.
