Why should Liz be worshipped? What if there is only one Liz, like there is only one Mur, and one player?1) Pretty sure the "person who was worshipped" is Liz, which I doubt she has any role in creating the Layers.

The plan, to my understanding, is the structure of the layer system or the layer structure itself. The way layers overlap each other, with one point existing in a layer and that same position existing in another. None can exist without the other; when the plan is gone the layer system would have fallen apart, if there are no layers there is no layer structure or plan for the layers necessary for that layer structure to exist does not.
