one question:
X dollars per month means I should pay X dollars during one month or full sum at one time? And to stay on level, I should pay the same cost each month?

It means X dollars will be given from you to Mateusz at the beginning of each month. You can increase/decrease the amount you want to pay at any time, or quit if you can't or don't want to pay anymore. If you do it with Paypal the payments are made automatically.

I can pay 30$, but only first two-three months (my money I earned on previous summer will end after XD)
then I can decrease amount but in that case I won't get reward or what?

I don't know, seemingly it depends on the developer how and when he wants to give the rewards, you can talk with Mateusz about it.

Also there are many people who also paid >$30 specifically to get that painting, to tell the truth I don't know how Mateusz will handle that.
