I see seven layers, perhaps it has to do with the "karma flowing at his fingertips" note.

He has to focus all of his "layer arms" into one spot to create a portal.
He has to 'pinch' the layers together with his fingers.

Okay, so when Murtaugh lost his arm at Kent, he found that he had 7 arms.
He also found that when he focused them in one spot a karma portal was created.
This graph shows the seven layers being focused together because Murtaugh's 'focus' was seeing all the layers at once.

I always thought it was so all 7 of him were in one layer at once. So he wouldn't become 'Diplopia' back into the seven layers.
