yep, that's not a bug. it could be more explicit saying 1st, 2nd, 3rd instead of 1, 2, 3 but it's fine the way it is too.

why would hover repeat the same number that's written on the wall. Hover in this case shows something else (order of numbers).

Some of the signs repeat what you can see any way, like lines in the 523 or Bells in various rooms, and especially roman numerals in 411.
