Well, its hard to see it on the map, but there are brown line going across the building rooftops. There were walkways that traverse across the roofs so that in case the command center were overrun with "Walkers", at least no one was separated from each other.

FYI, the 'Runners' were the dead reanimated right after they died. The Walkers are what comes next after the Runners were active over 24 hours. The Runners were faster cause the virus was using most of the fat still in the body and consuming energy at a huge amount to spread the diseased after.
